The only work that typically does not require a permit is cosmetic work involving no system changes such as paint, certain flooring replacements, and minor fixture replacements. Any work involving framing, electrical, plumbing, HVAC, or structural changes requires a permit. We pull permits as standard practice on every commercial project because doing otherwise creates liability for the business owner and us.
We approach small commercial projects with the same professional standards as larger work including proper scoping, permit management, quality materials, and experienced trades. The project size does not change whether the work is done right. A small restaurant refresh done without permits, with substandard materials, or with inadequately experienced tradespeople creates the same problems as a larger project done that way. It just costs less to fix when the problems surface.
